LOCAL RIGHT PROGRAM PROJECT

Since in 2008, Human resources Center (HRC, Bajura) has been conducting “Local Right Program (LRP)” in partnership with AAIN. From the perspective of HRBA, this program has brought a valuable and many positive changes to the lives of right holders focusing on the themes of right to education, right to food, women’s right, right to health and human security in projected areas. Similarly this program has supported to empower right holders in the important issues such as access on natural resources, proper use and mobilization of local resources, practice on sustainable agricultural development, improve in livelihoods and in the establishment of disaster resilient community development. The program has provided the knowledge to ensure about equal and inclusive participation in participatory planning process, policy and decision making and inclusive representative in various socio -economic and political structures. To establish strong democracy and follow of accountability, transparency and good governance in service provider agencies or in local governmental offices, local right program has been lunched through the mass concretization, decentralization or poor oriented governance and advocacy. Strategically the program has centralized women right to engage with women and girls to build their active agency to challenge and take actions against all forms of discrimination and injustice against their body, sexuality and unequal burden of work. The theme of education right has lead to market increase in children’s access to school education. Local right program has been conducting in remote 6 VDCs of upper eastern belt of Bajura. During this year, something valuable changes can be seen in the favor of right holders, risen issues through our LRP from the HRBA perspective. Centralizing 5 VDCs, community seed bank has established in Wai VDC through the advocacy and support of LRP and community initiation with the aim of conserving local seeds and ensuring agriculture rights of farmers and their sustainable agriculture development. Program has supported RS 45,000/- for different seed collection and community people supported 70,000/- from different sources to establish seed bank building in community public place. Emergency Disaster Air Rescue Committee (EDARC, Bajura) with EDMF (Emergency Disaster Management Fund) has legally established and registered in District Administrative Office. Recently it has 1lakh 76 thousand as fund and 15 thousand has supported to fire victimized person during rescue in Pipaldali. Around 9 to 12 thousand have collected from air flight in per month. The EDARC committee has made action plan to establish public toilet, systematic hat bazaar and library and nursery for regular fund raising for disaster management and resilient community. From 11 VDCs, budget allocation in the name of disaster resilient community has to be made compulsory issue from the participatory planning process to VDC and district council. Muthi bachat process has been started from community level mobilizing VDRMC. 5 active farmer groups have registered in District Agriculture Office and they have got seeds and agriculture equipments service from DAO. Similarly DAO has provided farming equipments and seeds to farmer's group .Recently DAO has decided to select the community based proposal related irrigation development for sustainable agriculture only in terms of piloting & collective farming. 5 farmer groups of working VDC have submitted proposal in DAO with the aim of developing plastic ponds for adequate irrigation. (7 point chaupadi Kolti declaration implementation committee has formed in VDC level in the coordination of VDC secretary. WRF has occupied of its secretariat member. Local political leader, Ward civil forum, child clubs, adolescence group, school and deputy health post have occupied of its member. Established this body has continued implementation campaign for 7 point chaupadi Kolti declaration. Many wards have been declared as open defecation free area through regular practice and press to make toilet and sanitation campaign through the initiation of WRF in working VDCs. 32 women activists were produced. They have knowledge about women right, law & policy. They have oriented about unpaid care work, sexuality and reproductive health right. Similarly it has done at community level and in reflects circles. Literacy classes have conducted regularly in 16 reflects. 343 women and 79 men were success to know their name and address. The practice for time diary has begun in 2 reflects circles. On 7th Ashad in the initiation of WRF, child clubs, adolescence groups and VWASHCC, Sappata VDC has announced as first open defecation free VDC. Public school management network has formed for school good governance and community mobilization for quality education, occupying SMC/PTA from 11 VDCs. Similarly LRP campaign, monitoring and evaluation process has conducted since April 16 to 28 - 2013 with active mobilization of board and staffs in 6 working VDCs and focusing following objectives.
